Richard Keetley is a founding member of QL Wealth Advisors at Janney Montgomery Scott LLC in Lutherville, MD. Rich oversees a group of financial professionals serving high-net-worth individuals and families. He places emphasis on tax-efficient wealth accumulation strategies, retirement income planning, and legacy wealth transfer to future generations.
After graduating from Johns Hopkins University, Rich began his financial services career at Legg Mason in Baltimore where he became a Certified Financial Planner. In 2009, Rich and his group moved to Janney Montgomery Scott. With their collective experience and industry knowledge, they established QL Wealth Advisors with a focus on helping clients in their pursuit of financial peace of mind.
Rich’s years of leadership in advisory and investment committees have led to numerous recognitions by prestigious publications such as Financial Times and Forbes. Rich actively engages in his community through volunteer work with St. Ambrose Housing & Aid Center and the Helping Up Mission. He enjoys traveling and spending time with his wife and family in Phoenix, MD.
Kris Olenginski is an experienced financial service professional who started his career at Legg Mason in Baltimore. After Legg Mason was acquired by Smith Barney, Kris gained experience as a consulting group analyst – managing research, selection, and planning. Kris joined Janney in 2009 alongside Richard Keetley to form QL Wealth Advisors. Together they have leveraged each other’s experience, offering clients financial peace of mind.
Kris is a graduate of Mount Saint Mary’s University and holds the Certified Financial Planner designation as well as series 7, 66, Life & Health licenses. He is passionate about helping clients create roadmaps to achieve their financial goals and help to create a legacy to provide for the next generation. He takes a holistic approach to financial planning – assessing his clients' unique goals and developing strategies to meet them.
Kris resides in the Baltimore area proudly supporting the Ravens and enjoys traveling, golf, snowboarding, wakeboarding, and surfing. He is also a passionate offshore angler and is actively involved with OC Reef Foundation, a non-profit organization focused on artificial reef construction along the Maryland coast.
Brandon helps individuals and families make confident financial decisions by combining thoughtful planning with tax-efficient investment strategies. He works with clients to make informed decisions with a long-term perspective—focusing on improving after-tax outcomes, preparing for retirement, and structuring wealth for future generations.
Brandon began his career at Janney Montgomery Scott in 2016 at the firm’s corporate headquarters in Philadelphia, where he worked alongside financial advisors on complex planning and investment strategies. He later joined QL Wealth Advisors, where he now advises individuals and families on comprehensive financial planning, investment strategy, and navigating important financial decisions throughout their lives.
Brandon earned his undergraduate degree from Towson University and holds the Series 7 and 66 licenses. He is a Certified Financial Planner™ (CFP®) and an Accredited Asset Management Specialist® (AAMS®), and has completed the Private Equity Certificate Program at The Wharton School of the University of Pennsylvania.
He also serves as an adjunct professor at Towson University’s College of Business and Economics, where he shares real-world insights with students.
Outside of the office, Brandon enjoys spending time with family and friends, running, golfing, fishing, and exploring new restaurants. A Baltimore resident, he is also an avid Philadelphia sports fan and enjoys cooking.
Jordan is new to the financial services industry but has years of client service experience from her time in the restaurant industry. She is always happy to go out of my way for clients with anything they may need. Being able to make someone’s day a little easier is what makes her feel fulfilled in her work. In her free time, she enjoys reading and spending time at the beach with her family and their pugs. She lives in Parkville, MD.
Tiffany is new to the financial services industry and brings experience in marketing and client-focused work. She graduated from Towson University with a Bachelor of Science in Business Administration, and a Marketing concentration.
Originally from Peru, Tiffany is bilingual in Spanish and values diverse cultural perspectives, which shape how she connects with others.
Eager to grow in the industry, Tiffany is passionate about learning and contributes to our financial-planning efforts, manages daily operations, account coordination, and works with clients to ensure a smooth, positive experience.

Kathleen is a Vice President and Senior Financial Planner in Janney’s Wealth Planning Department. She supports Janney’s Western regional offices and is based out of Pittsburgh, Pennsylvania.
Kathleen provides comprehensive solutions designed to effectively address complex issues to help high net worth clients, business owners, corporate executives, and others meet their goals and objectives. She assists Janney’s Financial Advisors by providing subject matter expertise to analyze a wide variety of issues including estate, trust, and wealth transfer planning, asset protection, retirement, income tax, and charitable planning strategies.
Professional Experience
Kathleen has extensive experience in estate, fiduciary, and individual income tax planning for high net worth clients. Prior to joining Janney, she spent over 20 years serving as a senior wealth planning strategist at large national wealth management institutions including The Bank of New York Mellon and PNC Private Bank. Kathleen began her financial counselling career with The Ayco Company LP (now part of Goldman Sachs). She received her Accredited Investment Fiduciary (AIF®) designation and served as fiduciary research specialist for Fi360 where she developed fiduciary educational programs for AIF® designees, CFPs, and other financial advisors.
Personal Background
Kathleen received her Juris Doctor from Duquesne University’s School of Law and Bachelor of Science in Business Administration also from Duquesne University. She is certified as an Accredited Investment Fiduciary (AIF®). Kathleen has been a frequent speaker at seminars on various financial and estate planning topics. She published several articles for Kiplinger’s Wealth Creation column and has been quoted in Barron’s, Think Advisor, and other industry publications. Kathleen is a member of the Estate Planning Council of Pittsburgh and the Allegheny County Bar Association.
Mark Luschini is the Chief Investment Strategist for Janney Montgomery Scott LLC, leading the Investment Strategy Group. In that capacity Mark is responsible for establishing the Firm’s broad outlook relating to conditions in the capital markets and the economy and to develop investment strategies that align with the best interest, goals, and objectives of individual and institutional clients. He also establishes the Firm’s asset allocation models used for portfolio construction and financial planning.
As Chief Investment Strategist, Mark serves as the Janney's investment spokesperson, offering national market commentary and developing asset allocation models and investment strategies. He chairs the investment committee and actively interfaces with both current and prospective clients.
Additionally, Mark directs Janney Capital Management, the Firm’s discretionary investment management division. Under his leadership, Janney Capital Management has delivered competitive investment results across multiple strategies. The total assets under management has grown to more than $4 billion, with nearly $3 billion in traditional equity and fixed income assets, and over $1 billion in various strategic and tactical asset allocation strategies utilizing exchange-traded solutions and mutual funds. Mark served on the Board of Managers for Janney, and currently serves as a Trustee for the Firm’s Pension & Profit Sharing Plan. He is a member of the Janney Wealth Management Department’s Mutual Fund and Alternative Investment Committees.
In Janney Capital Management, Mark chairs the Investment Committee which sets asset class and sector policy and directly participates in managing the equity, fixed income, and asset allocation strategies under its advisory. Mark has spent more than 30 years in the investment industry. He utilizes that experience to speak on topics related to macroeconomics and investment management at seminars and conferences.
His comments and written articles have been circulated in numerous publications ranging from the Wall Street Journal and Barron’s to the New York Times, USA Today, Financial Times, and Money magazine. He has appeared in various media outlets including CNBC, Bloomberg Television, Fox Business News, and CNN.
He has a BA and MBA from Gannon University and holds the Chartered Market Technician (CMT) designation from the Market Technicians Association
