Our Team
Manly grew up in the farming community of Gresham, Oregon. He attended public schools, was a wrestler and judoka, earned an Eagle Scout designation and worked numerous jobs before accepting a congressional appointment to the US Naval Academy.
After 9 years as a Commissioned Officer in the US Navy, he entered the manufacturing sector for a few years before starting his financial career at MML Investors, Springfield, MA in 1998. He expanded his experience with 13 years at Merrill Lynch, earned an MBA from UNH and followed with 9 years at UBS Financial Services prior to joining Janney Montgomery Scott.
In collaboration with clients, he emphasizes personalized portfolio construction and management with a focus on long term retirement income planning. Manly currently holds securities licenses in 23 states, as well as licenses for life, variable annuities, and long-term care insurance.
Manly and his wife Sharon lived in Waterford and Stonington, CT for years but recently moved to New London, CT with their Wire-Haired Fox Terrier, Buddha.
On the side, he enjoys college and pro football/basketball, automobiles, gardening and is a member of the Thames River Garden Club.
In May of 2020, Justin graduated from Hawaii Pacific University in downtown Honolulu with a BSBA in Finance. Shortly after, he moved back to his original home state of Connecticut and is here to stay even though he misses the year-round 82 degree weather, getting too much sun, and hiking around the countless waterfalls and mountain ridgelines.
During his college years, Justin joined the Laissez-Faire economic society, which really began his interest in Finance and the way the markets work. His first career position was as an intern for his grandmother’s financial planning partnership in Canton, CT, which is where he began to learn about the business. During his last semester at school in 2020, he picked up a temporary job with Wells Fargo Advisors, which he was able to carry over to West Hartford, CT after graduation.
While not at the office, Justin tries to spend as much time as he can hiking new trails, taking road trips, going to the gym every day, and strengthening bonds between both friends and family.
Kaileya was born and raised in Los Angeles, California, where she spent the majority of her early life before relocating to the Bay Area and later to Chandler, Arizona, during high school with her parents and younger sister.
After graduating from Hamilton High School in Chandler, Kaileya pursued her studies at Arizona State University’s W. P. Carey School of Business. She began her professional career as a Fraud Analyst at U.S. Bank, where she spent two years developing a strong foundation in financial analysis and risk management. She has since transitioned into the financial services industry and is now building her career at Janney.
New to the East Coast, Kaileya relocated to Mystic in November 2025 and has embraced the opportunity to experience life in the Northeast. Outside of the office, she maintains an active lifestyle as a former gymnast and competitive cheerleader, enjoying fitness classes and running. In her downtime, she can often be found relaxing at the beach with a good book.
Kaileya’s interest in finance was sparked early on through family influences, with several relatives pursuing careers in banking and financial services. She is excited to be part of a highly experienced team at Janney and looks forward to continued professional growth and contributing to her clients’ success.

Guy LeBas is Janney’s Chief Fixed Income Strategist, as well as Head of Fixed Income for Janney Capital Management. As Strategist, he is responsible for providing direction to the Firm’s clients on the macroeconomic, interest rate, and bond market investing climate.
Guy authors bond market periodicals, which provide relative value recommendations across the fixed income spectrum. With Janney Capital Management, Guy is responsible for overseeing the Firm’s discretionarily managed bond portfolios, which take a client-tailored approach to generating consistent income across interest rate environments.
Guy joined Janney in 2006. Prior to joining Janney, Guy served as Interest Rate Risk Manager for U.S. Trust’s bank asset and liability portfolios, a role in which he oversaw risk and return on $20 billion of bank assets and derivatives.
Guy is also a frequent guest on CNBC, Bloomberg TV and Fox Business News, as well as a regular speaker at financial industry conferences. He received his education from Swarthmore College, holds an M.S. in Applied Economics from Johns Hopkins University, and is a CFA Charterholder.
Laura Medigovich is a Vice President and Senior Financial Planner with Janney Montgomery Scott. Ms. Medigovich, who is based out of Purchase, NY, covers the Firm’s Northern region.
To support Janney’s clients in achieving their financial goals through sound planning, she coaches Janney’s Financial Advisors and their clients through all aspects of financial planning. Her areas of planning knowledge and experience include retirement, insurance, education, business-succession, estate and legacy, and philanthropic.
Ms. Medigovich joined Janney in 2019. Prior to joining the Firm, she was a Vice President, Senior Financial Planner for Wilmington Trust/M&T Bank. There, she was responsible for developing customized wealth-management strategies and financial plans for prominent individuals, families, and business owners. Ms. Medigovich also shared her financial planning experience through a weekly personal finance column in the local Hudson Valley newspaper, the Times-Herald Journal, which she wrote for more than a decade.
Ms. Medigovich has achieved a number of professional certifications, including the Certified Financial Plannerᵀᴹ professional designation from the Certified Financial Planner Board of Standards. She also earned the Chartered Financial Consultant and Chartered Life Underwriter designations from The American College and the Certified Trust and Financial Advisor designation from the Institute for Certified Bankers.
Other industry-focused programs from which Ms. Medigovich has graduated include the Virginia Bankers Association School of Bank Management at The University of Virginia, and the Cannon Trust School, Cannon Institute, at Pepperdine University.
She holds a Bachelor of Arts degree in Sociology from the University of Maryland.
Ms. Medigovich is a leader in her region’s finance community. Her leadership roles include serving as a member of the Board and the Director of Advocacy for the Greater Hudson Valley Financial Planning Association.
Mark Luschini is the Chief Investment Strategist for Janney Montgomery Scott LLC, leading the Investment Strategy Group. In that capacity Mark is responsible for establishing the Firm’s broad outlook relating to conditions in the capital markets and the economy and to develop investment strategies that align with the best interest, goals, and objectives of individual and institutional clients. He also establishes the Firm’s asset allocation models used for portfolio construction and financial planning.
As Chief Investment Strategist, Mark serves as the Janney's investment spokesperson, offering national market commentary and developing asset allocation models and investment strategies. He chairs the investment committee and actively interfaces with both current and prospective clients.
Additionally, Mark directs Janney Capital Management, the Firm’s discretionary investment management division. Under his leadership, Janney Capital Management has delivered competitive investment results across multiple strategies. The total assets under management has grown to more than $4 billion, with nearly $3 billion in traditional equity and fixed income assets, and over $1 billion in various strategic and tactical asset allocation strategies utilizing exchange-traded solutions and mutual funds. Mark served on the Board of Managers for Janney, and currently serves as a Trustee for the Firm’s Pension & Profit Sharing Plan. He is a member of the Janney Wealth Management Department’s Mutual Fund and Alternative Investment Committees.
In Janney Capital Management, Mark chairs the Investment Committee which sets asset class and sector policy and directly participates in managing the equity, fixed income, and asset allocation strategies under its advisory. Mark has spent more than 30 years in the investment industry. He utilizes that experience to speak on topics related to macroeconomics and investment management at seminars and conferences.
His comments and written articles have been circulated in numerous publications ranging from the Wall Street Journal and Barron’s to the New York Times, USA Today, Financial Times, and Money magazine. He has appeared in various media outlets including CNBC, Bloomberg Television, Fox Business News, and CNN.
He has a BA and MBA from Gannon University and holds the Chartered Market Technician (CMT) designation from the Market Technicians Association
