Our Team
Vince serves as Senior Vice President / Wealth Management, and Complex Manager of the Greenville and Lewes, Delaware branches of Janney Montgomery Scott. With more than 25 years of experience, he strives to help clients achieve financial success. Vince began his financial services career in 1995 with Wheat First Butcher Singer and then spent 13 years with Smith Barney/Morgan Stanley before joining Janney in 2013.
Vince received a B.S. in Management with dual concentrations in Marketing and Labor Relations, and a minor in economics, from Widener University, and an M.S. in Finance with a concentration in Investments from Drexel University. Vince was named to OnWallStreet's annual list of Top Branch Managers in 2017 and 2018, as well as Janney's Branch Office Manager of the Year in 2018.
Vince volunteers and previously served on the Board of the Delaware Institute for the Arts in Education and is a Past President for the Porsche Club of America in the Delaware Region. He is a motorsports enthusiast and has a special interest in sports car racing.
In his spare time, Vince enjoys spending time with his family and following their pursuits. He has been married to his wife Angela for more than 30 years. Together they have a daughter, Francesca, and a son, Michael.
Stacey is responsible for the oversight of our branches’ operations and the leadership of our fine administrative support staff. She works closely with the manager to assure regulatory compliance as well as exemplary service to our clients. She brings decades of experience in operations management in the financial industry.
Prior to joining Janney, Stacey worked at a credit union where she was honored to be the financial advisor to their members. Stacey enjoys serving internal and external customers through compassion and thoughtful solutions.
Stacey earned her associates degree from University of Delaware and her Bachelor of Business Administration from Wesley College. She volunteered as a board member and youth mentor for many years with Connecting Generations. Stacey is currently mentoring with the Boys and Girls Club. She is a member of the YMCA and enjoys cycling outdoors. Stacey cherishes spending time with family and friends. Her children, Melanie and Justin, are young adults making their mother proud.
Debbie started her career in 1981 as a cashier with Smith Barney. In 1996, she became the operations manager, and in 2010, she rose to become the Branch Administrator before joining Janney in August of 2013. She is now the Complex Operations Assistant, and also works directly with the Complex Manager as his assistant.
Debbie lives in New Jersey, where she enjoys fishing, disc golf, hiking, camping and of course spending time with her 3 children and 8 grandchildren.
Denise came to Janney in October 2019. She has extensive administrative experience, previously serving as the Deputy Director of Council Affairs and Constituent Services for the City of Dover. Denise works closely with the financial advisors in the Delaware Complex, assisting with financial planning and business development.
Denise is a Magna Cum Laude graduate of Wesley College with a degree in History, and earned her Masters’ in History from Washington College. When she’s not working, Denise enjoys spending time with her family, live music, volunteering with her church, and being on the water.
Thomas J. Leary (Tom) serves as Vice President/Investments, Financial Advisor, and Branch Manager of the Lewes, Delaware branch of Janney Montgomery Scott. Tom has over forty years of experience as a Financial Advisor. Prior to joining Janney, Tom was affiliated with, or managed, several different financial firms including Dean Witter, Merrill Lynch, Edward Jones, and most recently, Morgan Stanley.
Tom obtained his bachelor's degree from The American University in Washington DC. He is heavily involved in his community having served as Council President for The City of Dover City Council, and is a member of Downstate Delaware Striders and Riders. Tom is an avid runner, participating in many races including completing three half-marathons with a goal to complete a full marathon in 2019. Tom enjoys down time with his wife of over 37 years and his children and grandchildren.
Melanie Kelsall came to Janney in August 2018. She has vast experience in administration, primarily in the public sector. She has worked for both federal and local government, and prior to coming to Janney helped to support the City Council for The City of Dover. Melanie holds an Associate's degree in Business Administration and Computer Science and graduated as a member of the National Honor Society, Phi Theta Kappa. Since beginning her career at Janney, Melanie has taken on the role of Branch Operations Assistant, became a Registered Representative in January 2022, obtained her Certification in Long Term Care (CLTC) Designation in August 2022, Insurance License in February 2023 and her Accredited Wealth Management Advisor (AWMA) Designation in July 2024. Melanie enjoys volunteering, fundraising, and competing in running races. She resides in Felton, Delaware and is the proud mother of two young men.

Debra S. Roey joined Janney Montgomery Scott LLC in November 2006, as Janney Retirement Plan Services (JRPS) Manager. JRPS was founded in 1982 to provide Janney’s Corporate Retirement Plan Clients with support in plan design analysis, proposal procurement and review, investment fiduciary services, technical expertise, and problem resolution.
Debra has over 30 years of experience in the Retirement Plan arena. Prior to joining Janney, she served as Regional Director with Union Central Life Retirement and Investment Services. During her tenure, she received numerous sales awards including qualification for the company’s highest society membership. She also served on several corporate committees involved with Strategic Planning and Product Development.
Debra earned a B.A. in Business Administration from Rutgers University.
Greg Drahuschak joined Janney in 1991. He has over 45 years of economic experience and provides daily, weekly, and monthly market commentary, with a particular focus on the equity market, to Janney and our clients.
Prior to joining Janney, he worked as a retail broker with—and eventually transitioned into the research departments of—Butcher & Singer and Wheat First Securities. He was also an instructor at Robert Morris College and the University of Pittsburgh.
Greg has written articles for several newspapers and websites, and has been the featured financial professional on many live radio broadcasts.
He earned his B.A. in fine arts from the Indiana University of Pennsylvania, as well as certificates from the Wharton School of the University of Pennsylvania and from the New York Institute of Finance.
Guy LeBas is Janney’s Chief Fixed Income Strategist, as well as Head of Fixed Income for Janney Capital Management. As Strategist, he is responsible for providing direction to the Firm’s clients on the macroeconomic, interest rate, and bond market investing climate.
Guy authors bond market periodicals, which provide relative value recommendations across the fixed income spectrum. With Janney Capital Management, Guy is responsible for overseeing the Firm’s discretionarily managed bond portfolios, which take a client-tailored approach to generating consistent income across interest rate environments.
Guy joined Janney in 2006. Prior to joining Janney, Guy served as Interest Rate Risk Manager for U.S. Trust’s bank asset and liability portfolios, a role in which he oversaw risk and return on $20 billion of bank assets and derivatives.
Guy is also a frequent guest on CNBC, Bloomberg TV and Fox Business News, as well as a regular speaker at financial industry conferences. He received his education from Swarthmore College, holds an M.S. in Applied Economics from Johns Hopkins University, and is a CFA Charterholder.
Mark Luschini is the Chief Investment Strategist for Janney Montgomery Scott LLC, leading the Investment Strategy Group. In that capacity Mark is responsible for establishing the Firm’s broad outlook relating to conditions in the capital markets and the economy and to develop investment strategies that align with the best interest, goals, and objectives of individual and institutional clients. He also establishes the Firm’s asset allocation models used for portfolio construction and financial planning.
As Chief Investment Strategist, Mark serves as the Janney's investment spokesperson, offering national market commentary and developing asset allocation models and investment strategies. He chairs the investment committee and actively interfaces with both current and prospective clients.
Additionally, Mark directs Janney Capital Management, the Firm’s discretionary investment management division. Under his leadership, Janney Capital Management has delivered competitive investment results across multiple strategies. The total assets under management has grown to more than $4 billion, with nearly $3 billion in traditional equity and fixed income assets, and over $1 billion in various strategic and tactical asset allocation strategies utilizing exchange-traded solutions and mutual funds. Mark served on the Board of Managers for Janney, and currently serves as a Trustee for the Firm’s Pension & Profit Sharing Plan. He is a member of the Janney Wealth Management Department’s Mutual Fund and Alternative Investment Committees.
In Janney Capital Management, Mark chairs the Investment Committee which sets asset class and sector policy and directly participates in managing the equity, fixed income, and asset allocation strategies under its advisory. Mark has spent more than 30 years in the investment industry. He utilizes that experience to speak on topics related to macroeconomics and investment management at seminars and conferences.
His comments and written articles have been circulated in numerous publications ranging from the Wall Street Journal and Barron’s to the New York Times, USA Today, Financial Times, and Money magazine. He has appeared in various media outlets including CNBC, Bloomberg Television, Fox Business News, and CNN.
He has a BA and MBA from Gannon University and holds the Chartered Market Technician (CMT) designation from the Market Technicians Association
Robert Wheeler serves as a Regional Director for Janney’s Insured Solutions Group. In this role, he is responsible for developing annuity and insurance opportunities, providing a consultative approach and external support to the region’s Financial Advisors as they address their client’s financial needs.
Professional Experience
Mr. Wheeler has more than 10 years of experience in the financial services and investment industry. Before joining Janney in 2019, he was a Market Leader with BB&T Bank and a Regional Vice President with the John Hancock Life Insurance Company.
Education and Personal Background
Mr. Wheeler holds Chartered Life Underwriter® and Chartered Financial Consultant® designations from The American College. He has a B.A. from Syracuse University.
In his spare time, Mr. Wheeler is active with the Boy Scouts and Amazing Tails Service Dogs. He lives in New London, PA with his wife, Leslie, and their sons, Collin and Dean.
Shurdonna serves as Vice President and the Director of Janney's High Net Worth Consulting Group. She provides comprehensive solutions designed to effectively address complex issues to help high net worth individuals and families, business owners, corporate executives, professional athletes, and others meet their goals and objectives.
Most recently, Shurdonna served as Assistant Vice President & Senior Financial Planner, supporting the advanced financial planning efforts for the Firm's Mid-Atlantic region. She also supported Janney’s clients in achieving their financial goals, provided subject matter expertise, and coached Janney's Financial Advisors and their clients through all aspects of financial planning. Together, they formulate comprehensive financial plans outlining estate, trust, and wealth transfer planning, asset protection, retirement, income tax, and charitable planning strategies.
Shurdonna has more than 15 years of progressive experience in the investment management industry. Previously, Shurdonna was a Financial Advisor in Vanguard Personal Advisor Services®, where she provided investment guidance and financial planning services to clients with significant wealth. Shurdonna also served in Vanguard’s Education Savings Group, focusing on 529 plans and college-savings strategies. While at Vanguard, Shurdonna had the opportunity to rotate through several of the firm's departments, including Retirement Plan Services, International, and Retail Investor Group, as part of its Accelerated Leadership Development Program.
Shurdonna earned the Certified Financial PlannerTM designation and holds FINRA Series 7 and 63 licenses.
She received her Juris Doctor (J.D.) from Temple University Beasley School of Law and has a Bachelor of Science in Finance from Morgan State University Earl G. Graves School of Business and Management.
Shurdonna is an active leader in her region's nonprofit community. She is a board member and a member of the finance, DEI, and strategic planning committees of Philadelphia's Magic Gardens mosaic art environment. She’s also a member of Alpha Kappa Alpha Sorority, Incorporated, an international service organization.
